The Panama Canal Authority will limit traffic to 34 vessels a day from September 4 and reduce the cap to 32 ships a day from September 15, as it prepares for lower water levels linked to El Niño.
The canal normally accommodates about 40 vessels daily and has averaged 35 transits per day since June, so the restrictions could slow international shipping and raise costs for industries that depend on the waterway.
Why the authority is imposing limits
The Panama Canal Authority announced the measures on Thursday to address concerns about drier weather conditions ahead. The canal relies partly on freshwater from nearby lakes and reservoirs, especially Gatun Lake, to operate its lock system.
Gatun Lake also supplies drinking water to nearby cities, including Panama City. During drought, demand for water from communities adds pressure to the canal’s operating system, making conservation a competing priority.
A reversal from the earlier plan
The new limits reverse an earlier position from May, when officials said they did not plan to restrict crossings this year because water-conservation measures introduced in the previous year were expected to help manage supplies.
What the restrictions could mean for trade
The Panama Canal handles about 5 percent of global maritime trade. A substantial reduction in daily transits could lead to slower deliveries for businesses that rely on the waterway and increase shipping costs.
A severe drought in 2023 reduced canal traffic by roughly 36 percent and disrupted global supply chains. The falling water levels at that time were attributed to El Niño and to climate change accelerated by human activities.
Why El Niño matters to the canal
El Niño occurs every two to seven years when the eastern tropical Pacific Ocean is warmer than usual. It can bring excessive heat and drought to some areas while causing flooding elsewhere.
Scientists expect a particularly strong El Niño in the coming months, potentially among the strongest on record. The Panama Canal Authority has previously imposed vessel limits to conserve water during such conditions.
